The North Star Telecommunications Network (NSTN) was created as a component of the PVAMU/NASA Network Resources and Training Site (NRTS) in 1996. The NRTS was established through a Cooperative Agreement between the NASA Goddard Space Flight Centers MUSPIN Program and Pr-aide View A&M University. Its initial goal was to create a mechanism to provide Internet access and training to schools in the Southwestern region of the United States. Initial partner institutions included Southern University at New Orleans, Texas A&M University at Corpus Christi, Navajo Community College (Shiprock, New Mexico), Central Consolidated School District (Shiprock, New Mexico), Hempstead Independent School District, and the Aldine Independent School District.

| The partnership was expanded to include Paul Quinn College (Dallas, Texas), Jarvis College (Hawldns, Texas), Wiley College (Marshall, Texas), Texas College (Tyler, Texas), Early program activities were focused on providing full T-1 Internet access to each of the campuses, development of campus infrastructure and appropriate training for faculty, students, and staff. The greatest needs at the current time include training for an adequate number of network management personnel on each campus, the extension of network services to the desktop of each faculty member, and faculty training to fully implement the Internet across the curriculum. NRTS training workshops have been designed to address these needs. |
